Medicare Scope of Appointment explained

A Scope of Appointment records which Medicare-related product types a beneficiary agrees to discuss during a personal marketing appointment. It helps set boundaries before a plan-specific sales conversation. Signing one does not enroll you in a plan and does not require you to enroll.

What it generally records

  • The product types you want to discuss
  • The appointment date
  • Beneficiary and agent contact information
  • Acknowledgments explaining that there is no obligation to enroll and no automatic enrollment

What happens during the appointment

The discussion should remain within the recorded scope. If you ask to discuss an additional health-related line of business that was not included, a separate or updated Scope of Appointment may be required before that additional topic is marketed. Non-health products such as annuities may not be marketed during a Medicare personal marketing appointment.

In-person, telephone, and walk-in meetings

CMS rules require Scope of Appointment records for personal marketing appointments, including telephonic and walk-in appointments. The permitted documentation method can depend on how the appointment occurs. Timing and documentation procedures must follow the current regulation, CMS guidance, and the applicable plan or agency compliance process.

Your practical questions

  • Which product types are listed?
  • Is anything listed that you did not ask to discuss?
  • How will the scope be documented and retained?
  • Can you receive a copy?
  • Who should you contact if the discussion goes beyond the agreed scope?
