Medicare Advantage Plans in Arizona
Medicare Advantage plans are an alternative way to receive your Medicare Part A and Part B benefits through Medicare-approved private insurance companies. To join a Medicare Advantage plan, you generally must have Part A and Part B and live in the plan’s service area.
In Arizona, the most important word in that sentence is service area. A plan available in one county may not be available in another, and insurance companies can change plan offerings from year to year.
Arizona Medicare Advantage in 2026
CMS reported that 133 Medicare Advantage plans were available somewhere in Arizona for 2026. CMS also reported that 100% of Arizona Medicare beneficiaries had access to at least one Medicare Advantage plan and that $0 was the lowest available monthly plan premium.
Those are statewide figures—not a list of plans available to you personally.
Your actual choices depend on factors including:
- county and ZIP code
- Medicare eligibility
- whether a plan has additional eligibility requirements, such as certain Special Needs Plans
- current plan year
- the plan’s service area
Always confirm current availability through Medicare Plan Finder and official plan information before making a decision.
HMO, PPO and other plan types
Arizona beneficiaries may encounter several types of Medicare Advantage plans.
An HMO generally requires members to receive non-emergency care from providers in the plan’s network. Many HMOs also use a primary care provider and referrals for certain specialist care.
A PPO generally has a provider network but permits covered out-of-network care at a higher cost when the provider will treat the member under the plan’s rules.
Other Medicare Advantage structures, including Special Needs Plans and other plan types, can work differently.
Do not compare plans by the letters HMO or PPO alone. Compare the actual network, cost sharing and plan rules.
Check your Arizona doctors and hospitals
A provider saying that they “take Medicare” does not necessarily mean they participate in a particular Medicare Advantage plan.
Before enrolling:
- search the plan’s current provider directory
- confirm the exact plan with the provider
- verify important hospitals and facilities
- check specialists separately
- understand referral and prior-authorization requirements
Provider participation can change, so verify the current plan rather than relying on last year’s information.
Prescription coverage
Most Medicare Advantage plans include Medicare drug coverage, but not every plan type works the same way.
For each prescription, check:
- exact drug and dosage
- formulary status
- drug tier
- prior authorization
- step therapy
- quantity limits
- preferred pharmacies
- mail-order options when relevant
Do not assume that two plans offered by the same insurance company use the same formulary or pharmacy arrangement.
Compare total costs—not only the premium
Some Medicare Advantage plans have a $0 monthly plan premium. That does not mean the plan has no costs.
You generally continue paying the Medicare Part B premium and may also face deductibles, copayments and coinsurance depending on the plan and services you use.
Medicare Advantage plans have an annual limit on what members pay for covered Part A and Part B services. Exact limits and cost-sharing structures differ by plan.
Compare the financial structure you are likely to use, not just the number shown next to “monthly premium.”
What about dental, vision, hearing and other extra benefits?
Medicare Advantage plans may offer benefits beyond those covered by Original Medicare.
The availability, amount, frequency, eligibility rules, vendors and limitations for these benefits can differ substantially.
Treat extra benefits as one part of the comparison—not a substitute for checking:
- doctors
- hospitals
- prescriptions
- medical cost sharing
- out-of-pocket maximum
- referral rules
- prior authorization
- travel needs
What is the best Medicare Advantage plan in Arizona?
There is no universal best Medicare Advantage plan in Arizona.
A plan that fits one person well may be a poor fit for another.
A useful comparison starts with five questions:
- Are my important doctors and hospitals in the exact network?
- How are my prescriptions covered?
- What would I pay when I actually use medical care?
- What restrictions—such as referrals or prior authorization—matter for my care?
- Does the plan work where and how I expect to receive care?
Only after those questions should supplemental benefits become a deciding factor.

Medicare Advantage versus Medigap
These are different coverage paths.

Why your Arizona location matters
Medicare Advantage availability is geographic. A plan offered in one Arizona county or ZIP code may not be available in another, and networks and benefits can differ among plans. Use the actual residential ZIP code when comparing current options.
